Everyone is moving faster. Whether anyone is going the right way is not something the industry has measured, and this study is the first attempt in this archive to find out.
It asks where the calendar actually goes now: how much time is spent building against deciding, aligning, and reworking. It asks it as an allocation rather than an opinion, because asking someone what feels slow produces a vote, and asking where the quarter went produces a distribution.
The instrument is deliberately capable of falsifying its own premise. If delivery did not get faster, or if deciding did not get more expensive, the questions are shaped to show that rather than to confirm what we expected.
